Measuring the Impact of Crack Cocaine

This project is developing a statistical index to measure the extent to which crack cocaine can account for the adverse trends in many indicators of African American progress in major urban areas during the 1990s.  It will shed light on important issues related to public policy and law.  Among these issues are the extent to which the important social costs of crack are due primarily to the ingestion of crack per se, or rather to the prohibition of crack and the accompanying enforcement of the law.
