Law360, Los Angeles (September 9, 2015, 4:59 PM ET) – Alston & Bird LLP said
Tuesday it has bolstered its litigation practice in Los Angeles and Silicon Valley,
California, by snagging a former senior attorney in California Attorney General Kamala
D. Harris’ office who will counsel technology clients facing government probes regarding
cybersecurity, economic espionage and antitrust regulation.

Jeffrey Tsai joins the firm as a partner in its litigation and trial practice and government
and internal investigations groups and will head the firm’s state attorneys general
practice. He previously served as special assistant attorney general in the California
attorney general’s office, where he was also a member of Harris’ executive management

Alston & Bird managing partner Richard Hays lauded the arrival of the new partner.
“Jeff has achieved extraordinary distinction in all areas of professional endeavor and is
well-recognized as one of the most accomplished assistant state attorneys general in the
country,” Hays said in a statement. “His addition gives us the opportunity to expand our
California white collar practice and to continue developing our national practice
representing clients in state attorneys general enforcement actions and investigations.”

During his tenure in the California attorney general’s office, Tsai oversaw a number of
policy issues and litigation matters related to consumer protection, corporate
accountability and intellectual property enforcement, including the state’s multimilliondollar
settlement regarding residential mortgage-backed securities.

Prior to that, Tsai served as a trial attorney for the U.S. Department of Justice in
Washington, D.C., and as an assistant U.S. attorney in the Southern District of Florida.

William Jordan, co-chairman of the firm’s litigation and trial practice group and fellow
DOJ alum, said Tsai is one of a handful of California attorneys with executive-level
experience in enforcement matters at the state attorney general’s office, the DOJ and
U.S. attorney’s office.

“He excels as a legal policy adviser, counselor and trial lawyer, and he will be a terrific
resource to our clients in state attorney general enforcement proceedings both in
California and nationally, as well as in complex civil litigation and enforcement matters,
cross-border arbitration and enforcement and white collar criminal defense,” Jordan said
in a statement.

Tsai told Law360 on Wednesday that he was drawn to the firm's incredibly deep bench
of lawyers advising clients on enforcement matters before federal and state

“The opportunity to lead its national state attorneys general practice, with the base of
operations from California, was too good to resist,” he said.

Tsai said California has a complicated government enforcement arena given the state’s
robust laws relating to cybersecurity, privacy and the environment.

“Even at the federal level, California’s unique role as the home to the technology industry
means in very real terms that business will increasingly see an intersection between
technology and traditional white collar enforcement,” he said. “With my background at
both the California state and federal levels, I have a unique perspective and skill set that
I’m looking forward to using to help clients tackle the complex problems of today and the

Tsai received a bachelor’s degree from the University of Texas, Austin, and a law
degree from Georgetown University.
