Baker is currently a professor at Florida International University and has four decades of teaching experience at six law schools. He previously taught at institutions such as Drake University Law School and Texas Tech University School of Law. At FIU, he received the FIU Top Scholar Award in 2012 and the FIU Faculty Recognition Award in 2010.

Constitutional Analysis in a Nutshell is in it’s 4th edition and provides a framework for understanding individual liberty and governmental power and the institutional role played by the Supreme Court of the United States. A Primer on the Jurisdiction of the U.S. Courts of Appeals is in it’s 3rd edition and serves as an introduction to the complexity and nuance in the subject-matter jurisdiction of the U.S. Courts of Appeals and examines procedural issues related to the exercise of appellate jurisdiction in appeals from final judgments and interlocutory appeals.
